In Prince William County and most Northern Virginia jurisdictions, building permits are required for: new construction of any kind, additions to existing structures, structural changes (load-bearing wall removal, beam installation), deck construction over 30 inches above grade, full roof replacements, basement finishing that adds a bedroom or bathroom, and most electrical, plumbing, or mechanical work beyond simple repairs. Cosmetic work (painting, flooring, cabinet replacement without plumbing changes) generally does not require permits.
In Prince William County, residential permit applications typically take 10–20 business days for plan review. Commercial projects or projects with structural drawings may take 15–30 business days. Projects requiring zoning review or additional agency approval (e.g., HOA, VDOT, Health Department) add time. Unpermitted work in Virginia creates significant liability: it can void homeowners insurance coverage, cause title issues when selling, result in forced removal of the work, or trigger fines from the local jurisdiction. Retroactive permits — called 'as-built permits' — are possible but typically require a full inspection of the existing work, and portions may need to be opened up for inspection.
